1、Goal & Vision:Goal: Become a smart ocean nation
Vision: Enhance marine research capacity, stimulate marine sustainable development, become a strong maritime nation in the Asia-Pacific region
Due to the development of technology, the development and utilization of marine resources have gained international attention. Marine affairs have become the new sea power topic in international politics, as well as a key topic related to the future survival and development of the various nations. Therefore, coastal countries nowadays are taking active actions towards their territorial waters and economic zones, reinforcing ocean governance via new information and communication technology monitoring management. Faced with the competition and challenge of the international marine situation, we must think from the level of the national overall strategy for our nation’s ocean policy, so as to have priority in ensuring and protecting our nation’s maritime rights, to enhance maritime practicality and forward-looking fundamental research capacity, to popularize national citizens’ marine science knowledge, to deepen diversified marine culture, to create a healthy marine environment and stimulate resource sustainability, to complete marine industry development, to promote regional and international marine affairs collaboration, thereby transforming our nation into an ecological, safe, and prosperous strong maritime nation in the Asia-Pacific region. In sum: becoming a ‘smart ocean nation’.
2、Core TopicThrough horizon scanning, focused interview, and discussions in the expert strategic meeting, it was discovered that the aspects including maritime engineering, marine technology R&D and application, as well as influences of marine ecology changes are vital topics commonly faced in a world of climate change and extreme weather events. It is also the most significant core to the marine research domain. Therefore, the topic on “global climate change” is believed to be the key core factor resulted due to the influences between nature and human activities amongst the marine field.
Meanwhile, it can be discovered that the developmental domains and developmental topics included under the global climate change influences feature wide-ranging opinions and diversifications. However, through converging the topics, the three main core topics deemed to have the most important influences towards marine technology development in response to the global climate changes are “Fundamental Environmental Structure Consolidation”, “National Security Guarantee”, and “Marine Sustainable Development”.
“Fundamental Environmental Structure Consolidation” includes marine hydrology & topography monitoring and exploration, combining the collected data to form the complete database. This can be treated as the preparation for exploring the topic on “Global Climate Changes”. “National Security Guarantee” contains aspects including the safety of national sea areas, maritime safety rescue applications, harbor entrance channel monitoring and energy source safety etc. Amongst these, the energy source aspect represents the decrease in energy consumption, reduction in carbon emission while advancing towards the use of renewable energies in order to slow down climate changes. Moreover, “Marine Sustainable Development" includes sculpturing Taiwan’s ocean-friendly culture via marine education, stimulating aspects such as marine health and educational promotion of going into the ocean, as the ocean features the function of regulating the climate; therefore marine sustainability is capable of maintaining the balance of the ecology system, as well as slowing down the issue of global warming. The following three core topics were derived in response to the “Global Climate Changes”, acting as the base for the core development for marine technology policy blueprint:
A. Fundamental Environmental Structure Consolidation:
In order to respond to the overall influences caused by global climate change, measures for the required fundamental environmental structures such as space, capital, talent, technology, and facilities should be promoted in the first place to attain comprehensive marine domain development.
B. National Security Guarantee:
For the future, it should be considered how to utilize the assistance from new technologies to solve topics including the natural disasters brought by global climate changes, law enforcement in the sea areas, to utilize the marine space, and the applications of marine energy sources under the structure of national security.
C. Marine Sustainable Development:
Faced with the overall impact of global climate changes, Taiwan should think about how to apply new technologies to establish an environment suitable for marine development, as well as to live in symbiosis with the ocean through interdisciplinary exchange and collaboration.
3、Promotional DirectionMonitor international research trends via the horizon scanning method, and summarize experts’ and scholars’ opinions from focused interviews and strategy meetings, thereby making iterative alterations to accomplish the three main promotional directions for the Marine Technology Policy Guidelines, including the economic aspect “Promote Marine Industry Development”, the political aspect “Reinforce Governance of Marine Technology”, and the societal aspect “Implement Marine Ecological Culture”.
1)Economic Aspect–Promote Marine Industry DevelopmentFor the aspect of “Promote Marine Industry Development”, practical and forward-looking fundamental researches should be promoted in the first place to solve the existing situations where marine information is scattered and resources are repeated, to construct a commonly shared national marine database. Meanwhile, establish an information security and data classification system, as well as set up incentive measures such as rental tax deduction, investment deduction, governmental subsidy, and financing discounts etc., to encourage both the nongovernmental and the various departments to jointly invest resources to accelerate the marine industry development with diversified perspectives. Invest in marine high-value domains via governmental incentives towards marine technology R&D and applications, assist industry and academia to engage in fundamental research, to stimulate marine resource applications, to implement industrialization in order to develop smart ocean.
Moreover, in order to assist in the sustainable development of the marine industry, information and communication technology applications should be combined to exert existing domestic technical advantages, to jointly develop innovative technologies, as well as to apply the innovative technologies to the marine industry. Furthermore, industry-government-academia collaboration should be established for the marine field to emphasize that the marine field talent training conforms to the practical needs of the industry, such that what was learned can be put into practice to stimulate the production of new marine talents, as well as to keep the talents for the industry. At the same time, coastal planning and management are also reinforced, where the marine regulations are continuously adjusted via the inter-ministerial marine collaborative system, thereby creating the environment for marine industry development, as well as applying new marine technologies to stimulate the intellectualization and diversified development of the marine industry.
2)Political Aspect–Reinforce Governance of Marine TechnologyAs for the aspect of “Reinforce Governance of Marine Technology”, in order to accomplish the goal of governing the ocean with technology, the existing marine technology capacity should be checked, deficiencies in marine technology and talent should be identified, and marine talent nurturing, certification and industry matching system, connecting school education with marine industry development, and practical training should be promoted ad integrated with the industry. At the same time, the existing advantageous industries in Taiwan should be connected to build marine research fundamental facilities, as well as to establish a commonly shared system for marine science research capacity applications.
Meanwhile, homeland security protection and ocean monitoring system should be constructed, applying artificial intelligence, Internet of Things, and marine big data technology to confirm the ocean condition monitoring and instant reactive system, as well as apply new marine techniques to assist in the effective execution of marine safety, combat, and humanitarian aid activities. Big data and Internet of Things technologies are applied to vessel operations and harbors to promote smart navigation safety systems, such as the vessel automatic identification system, fishing boat monitoring system, as well as remote identification and tracking system facility and function, thereby consolidating emergency management abilities such as navigation safety monitoring and maritime early warning.
Technological governance applications should be implemented rapidly to assist in the planning of marine space function and partitioned application, and further combine with the strategic directions for national developments, including domestic production of war vessels, development of renewable energies, zero carbon emission, and promotion of circular economy, as well as promote marine energy source technique R&D, stimulate environmental sustainability and green energy development, while also promoting cross-field international science research performance collaboration and technology transfer. Many maritime regulations await improvement or even formulation, for instance: underwater carriers, driverless ships, and deep seawater, where there are no comprehensive regulations at the present stage, therefore, the government should conduct regulation stipulations based on these topics to ensure industry development.
3)Societal Aspect–Implement Marine Ecological CultureFor the aspect of “Implement Marine Ecological Culture”, ecological sustainability and environmental protection are still the fundamentals to a nation’s survival, for the future, environmental protection rules should be planned according to the Sustainable Development Goals from the UN, as well as the standards of international organizations, thereby completing coastal and sea area management system, establishing a interdisciplinary governing model for the societal-ecological system, building marine protection zone and its information application & monitoring management platform, while further combining with new technological applications to analyze conditions of water area pollution. At the same time, marine resource conservation and restoration should be promoted via biotechnology including cultivation and nurturing, reinforcing the ability of the ocean system to take on external invasions and to recover rapidly. We should also stimulate marine ecological sustainability, and to maintain a comprehensive development of the marine resource ecology system.
At the same time, in order to implement the development of marine ecological sustainability, the marine fundamental survey should be completed to stimulate marine information application and technological management system, to reinforce the techniques and instrument support required for the protection and survey of underwater cultural assets, thereby promoting the managerial experience towards Taiwan’s hydrology monitoring and sustainable marine development. Moreover, learning about marine education should be implemented to become national marine education, where the public should be encouraged to become closer with the ocean, to cultivate seed teachers for marine education, to establish national marine awareness, and to combine with new somatosensory technologies in assisting the public to experience the ocean in safe ways, as well as to promote the implementation of the concept for the human-ocean symbiosis environmental museum, and to establish the cultural & historical database.
4)Promotion StrategyThrough the matrix analysis method with the three main core marine topics (Fundamental Environmental Structure Consolidation, National Security Guarantee, Marine Sustainable Development) as the horizontal axis, while the three main developmental directions (Promote Marine Industry, Reinforce Governance of Marine Technology, Implement Marine Ecological Culture) as the vertical axis, the cross correspondence method is used along with rolling discussion and amendment to come up with the 9 main promotional strategies, which are described accordingly below:
1. Promote Marine Industry Development,
1A Stimulate marine information sharing, complete marine regulation restrictions:
Summarize existing marine research findings, establish a highly-safe open and shared system for national marine data to solve the current conditions where marine data are scattered in all places with resource repetition, as well as to conduct adjustments for outdated regulations to promote open marine policy.
1B Encourage marine technological innovation, promote marine resource applications:
Provide governmental incentive measures for marine technological R&D, application and innovative purchase rules, so as to promote smart ocean development, and to stimulate the investment of non-governmental resources and techniques to the marine R&D field, thereby pushing forward the high-value marine resource application development.
1C Strengthen the strategy of human-ocean symbiosis, create the environment for marine industry development
Combine information and communication technology applications to deepen coastal planning and management in order to accomplish the goal of human-ocean symbiosis, and through the establishment of an inter-ministerial marine collaborative system, creating the environment for marine industry development with the application of new marine technologies, thereby stimulating the intellectualization and diversified development of the marine industry.
2. Reinforce Governance of Marine Technology
2A Identify marine technological deficiencies, construct research fundamental facilities:
Take stock of the existing marine technological capacity, understand the key deficiency to marine technological development, and promote marine talent cultivation, industry matching, as well as construct fundamental technological research facilities according to practical needs, including communication networks (such as 5G/B5G/6G), marine satellite remote sensing technology, and marine technological research shipping crew, so as to accomplish the goal of governing the ocean with technology.
2B Implement marine technology-assisted law enforcement, construct homeland protection system:

Conduct the monitoring basic surveys on marine hydrology, ecology, coastal homeland information, and artificial usage, stipulate sustainability promotional policies including marine resource sustainable use, underwater cultural asset protection, and cross-nation research, apply Taiwan’s technological advantages to assist in the implementation of the cultural development for marine ecology, and to promote Taiwan’s ocean monitoring and management experience.
3B Implement marine environment protection, reinforce tenacity of the marine system:
In response to international trends, plan the environmental protection rules while following the Sustainable Development Goals (SDGs) of the United Nations as well as the standards of international organizations, complete coastal and sea area managerial system, establish a interdisciplinary governing model for the societal-ecological system, build a marine protection zone information management platform, while further combine with new technological applications to conduct analysis on water area pollution, and promote marine resource conservation and reinforce the ability of the ocean system to take on external invasions and to recover rapidly via biotechnology including cultivation and nurturing.
3C Develop in national marine education, enhance national marine awareness:

Combine new somatosensory technologies, implementing the goal of national marine education via the concept of the environmental museum, and conduct systematic analysis or establish cultural and historical database for our nation’s coastal settlements.
