with the organization regarding the research and collaboration platform to assist the studies of
marine mammal in Asian countries. It also promoted exchange between Taiwan and other regions
in Asia in the aspects of stranded whale rescue, research in related technology, educational training,
etc. to allow Taiwan upgrade its capacity in the whale and dolphin preservation in the international
arena.
The stipulation of marine legal policy
A Study on the Legislation of Marine Area Management
In addition to the United Nations Convention on the Law of the Sea that upholds the national
sovereignty and jurisdiction of resources in the international arena, the United Nation also made
related laws to protect and plan the ration and sustaining use of marine resources. When compared
to other countries, there is still room for improvement regarding marine laws and regulations in
Taiwan. As a result, there aren’t any applicable laws in the management of many marine zones. In
addition, related laws and regulations may even contradict one and another, without a well-
organized plan. In response to the basic ideas of the draft of Ocean Basic Act, it aims to integrate
the marine spatial planning and management, maintain Taiwan’s marine rights, enhance marine
safety and order in the sea zones, conserve marine ecological system, use natural resources in near
waters wisely, preserve cultural assets, maintain legal rights of using the sea zones, safeguard near
sea transportation rights, prevent and reduce marine hazards, and promote the development of
marine industry and sustaining use of the water zones. The National Academy of Marine Research
and the research team of the Institute of Marine Affairs and Policy, R.O.C. collaborated to sponsor
five district forums to complete the drafting of the Coastal Zone Management Act. It was sent to
the Ocean Affairs Council in writing to conduct legal operations regarding the making of the act.
District Expert Forum in northern Taiwan Inter-departmental forum regarding the draft of the
Coastal Zone Management Act.
A Study on the Concept Formation of Maritime Cultural Policy
Culture is formed over the duration of thousands of years. It is also the support of people’s
sustaining development. There is a long history regarding the marine culture of Taiwan. With the
change of rulers and social development, extensive and diverse marine culture has been developed.
