ABSTRACT
The concepts, connotations or types of marine culture are broad, and the views
of different countries, regions, ethnic groups and fields vary. Although marine
culture is a familiar term, few countries in the world formulated their national
policies exclusively on marine culture. In order to expand participation, it is
necessary to engage all stakeholders, to adopt a "bottom-up approach" in
accordance with the process of public policy, and to explore the definition, spirit,
purpose, key issues, policy tools or related strategies as a reference for setting the
issues when formulating Taiwan's marine culture policy.
